Swede Control Intertek Limited has been carrying out Monitoring and Evaluation Services for many years.  We have carried out Monitoring and Evaluations of Crude Oil and Gas Exports on behalf of the Federal Government of Nigeria under the Nigeria Exports Supervision Scheme (NESS) monitoring the activities of the Pre-shipment Inspection Agents (PIA) for many years.

We have monitored and evaluated thousands of vessels loading Oil and Gas Exports without any litigations for many years. We have carried out monitoring and evaluation activities in over 24 terminals in Nigeria.

We have highly qualified, experienced, and well-trained monitors with a high level of integrity in the performance of their duties. We are equipped with Marine Tracking System.

 

Our activities as an independent monitors involve monitoring the vessel on arrival, during loading, and monitoring the vessel up to discharge destination.

Our roles as Monitoring and Evaluation agent involve superintending and supervising to ensure inspection activities of the Pre-shipment Inspection Agents are in accordance with standards.   As one of the Monitoring and Evaluation Agents, we help to solve many issues that would have arisen during exports or imports e.g. compromising situations are eradicated – our activities bring an end to doubt about accuracies.  In the past, there were lots of litigation and disputes after loading a cargo due to doubts and accuracies of loading figures.  All of these are eradicated with our intervention.

For example, if a major oil company in Nigeria is to export a particular cargo to any of its company overseas, such company may want to play a fast one with quantity loaded.  But Swede Control Intertek Limited, from the loading point, will ensure that all lope holes are covered. We do not compromise at all and we do not take sides with any of the other inspection teams whether the ship owner, cargo owner or cargo surveyors. We ensure that all parties do the right thing as expected of them.  Hence, our presence as a monitor eliminates those litigations.

Our intervention starts from the terminal.  We ensure the loading process is strictly in compliance with international standards. We check the measuring equipment thoroughly, laboratory analysis supervised, tank inspections supervised, and initial and final reports evaluated and reported accurately. 

We also check loading documents properly before loading and after loading.   We check the details of the vessel to load, what to load, quantity and quality to load, time frame to load, arrival details, destination details, approval to load details, port details, consignee and consignor details, etc. 

At the end of the monitoring exercise, we evaluate, and report our findings to our principal.
